Councillors widen their horizons

NIPAM senior lecturer, Lister Chaka and CIEDEL director, Nick Heeren with the 27 councillors from different regional councils who attended the “Achieving Democratic Governance” programme.The week-long programme, which has been developed in smart partnership between the French International Training Centre for Local Development (CIEDEL), attached to the Catholic University of Lyon, and the Namibian Institute for Public Administration and Management (NIPAM), offers a unique and practical insight into democracy, ethics and good governance at regional/local level.
